The Commons, located in Minneapolis, is the headquarters of Allina Health, a not-for-profit health care organization serving patients and communities. Approximately 1,600 corporate and administrative service employees work at offices within Midtown Exchange, the site of the historic Sears retail complex at Chicago Avenue and E. Lake Street. Position Purpose
Reporting to our SVP, Chief Compliance Officer, the Vice President, Compliance and Privacy is responsible for providing leadership and overall oversight to the Allina Health compliance and privacy programs to ensure they meet all regulatory requirements and industry best practice standards. This position is responsible for strategically designing the programs to address current and emerging risks to Allina Health while ensuring alignment with Allina Health’s Enterprise Risk Management Program.

Major Position Accountabilities

Provides leadership and on-going, enterprise-wide oversight of the Privacy Program for Allina Health.
  • Maintains current knowledge base of applicable federal and state information privacy and HITECH laws, regulations and accreditation standards.
  • Leads and provides oversight of Privacy Program team.
  • Strategically leads and provides oversight of Privacy Program to ensure it meets its core elements: policies and procedures, program administration, communication and education, monitoring and auditing, investigations and remedial/disciplinary actions.
  • Assures appropriate due diligence related to privacy of PHI and PII and integration into Privacy Program for new acquisitions to or reorganization within the company.
  • Oversees processes for identifying, assessing and responding to risks and active management of complex privacy-related issues related to implementation of organization’s strategic initiatives.

  • Leads and provides oversight of Compliance Program team.
  • Strategically leads and provides oversight of the compliance program to ensure the program’s effectiveness in its core elements: policies and procedures, program administration, screening and evaluation, communication and education, monitoring and auditing, investigations and remedial/disciplinary actions.
  • Assures appropriate due diligence and integration into Compliance Program for new acquisitions to or reorganization within the company.
  • Responsible for oversight of the resolution of a broad range of complex compliance issues across business units, functions and service lines.


Act as Compliance and Privacy Resource to Enterprise-wide projects, including Enterprise Wide Risk Management

  • Leads and participates on interdisciplinary committees to provide compliance guidance within creation and implementation of Allina Health initiatives
  • Represents Privacy and Compliance on relevant leadership, oversight and compliance committees.
  • Partners with IT Security to assure security practices, policies and procedures for protection of PHI and PII are appropriate to assure management of risks to PHI and PII maintained and transmitted by organization
  • Partners with legal counsel, leadership and other stakeholders as necessary to ensure that Allina Health conducts activities in compliance with relevant federal and state laws and regulations and conforms with the highest business integrity.


Annual work plan

  • Leads the development and execution of the annual work plan for the Compliance and Privacy Programs.


Leadership

  • Fosters a culture of integrity, continuous improvement, efficiency, collaboration and innovation.
  • Mentors and develops team members to deliver value-added, high impact, customer-focused regulatory, compliance reviews, and consulting advice.
  • Provides reports to appropriate committees and company leadership on Compliance and Privacy Program status and outcomes, organization’s compliance and privacy practices and culture.
  • Collaborates and manage relationships with physicians, key leadership at all levels, to influence action to support compliance and privacy risk mitigation and initiatives across all business units throughout the organization.
  • Provides strategic influence to government regulators to benefit patients and the organization.

Education

  • Four year BA/BS degree required. Master's degree or JD or other advanced degree preferred or equivalent experience.
  • Health care compliance certification preferred.

Qualification/Skills

  • Fifteen (15) or more years of experience in health care compliance or privacy or related experience, with a minimum of five (5) years leading a complex, multi-system compliance or privacy program, including multiple hospitals, ambulatory facilities, physician groups, specialty care areas and post-acute care.
  • Demonstrated ability to influence action with senior to executive levels of authority.
  • Extensive knowledge of government requirements/expectations for healthcare compliance and privacy programs.
  • Demonstrated record of collaboration and effective management of compliance and/or privacy initiatives and teams
